I have been teaching Environmental Law and Land Use and Planning and Law at UCSB since 2006. As a graduate of UCSB, it is a great honor for me to be part of the Environmental Studies Program. I bring a practitioner's perspective to my courses, having been a lawyer at the Environmental Defense Center since 1989, and Chief Counsel at the EDC since 1999. I specialize in offshore energy, open space preservation, land use, and marine resource protection issues. I have also taught Environmental Law and Planning Law at the Santa Barbara College of Law and UC Extension. I currently serve as the Conservation representative on the Channel Islands National Marine Sanctuary Advisory Council and chair the Sanctuary's Conservation Working Group.
Teaching Interests and Courses:
I teach ES 125A (Principles of Environmental Law) and ES 125B (Land Use and
Planning Law). ES 125A focuses on the foundations of environmental law,
including the U.S. Constitution as well as social and cultural values that
inform our legal system. The course also covers many of the major federal
environmental laws. ES 125B brings a state and local perspective to
environmental law, and focuses on laws and regulations that affect land use
and planning.
Research Interests:
In addition to my legal work at the Environmental Defense Center, I have
written law review articles focusing on offshore oil, liquefied natural gas
(LNG), and coastal protection.
Current/Future Projects:
I am involved in several efforts to address climate change and ocean
acidification through legal and policy means. I provide presentations on
climate change and related laws (including the National Environmental Policy
Act and California Environmental Quality Act) to legal practitioners in
California.

Professional Appointments:
Channel Islands National Marine Sanctuary Advisory Council. Conservation
Representative, 1998 - present; Secretary, 2004; Vice Chair January 2005 -
July 2008. Represent the conservation community on the Sanctuary
Advisory Council; chair the Council's Conservation Working Group. Provide
advice regarding Sanctuary education, research and monitoring, and resource
protection programs; identify emerging issues and provide technical
information and recommendations to Sanctuary management.
California Offshore Oil and Gas Energy Resources (COOGER). Member, Steering
Committee, 1996 - 1999. Appointed by U.S. Minerals Management Service to
represent the public on Steering Committee that developed report on local
and regional effects of proposed additional offshore oil development.
High Energy Seismic Survey (HESS) Team. Member, 1996 - 1999. Appointed by
U.S. Minerals Management Service to represent environmental community on
stakeholder group that developed recommendations regarding proposed offshore
seismic surveys.
Platform Decommissioning Workshop Steering Committee. Member, 1997.
Appointed by U.S. Minerals Management Service to represent environmental
community in planning public workshop regarding decommissioning options for
offshore platforms
Gaviota Coast Conservancy. Co-founder and Member, Board of Directors, 1994 -
1999. Member, Honorary Board, 2000 - present.
Carpinteria Valley Association. Member, Advisory Board, 2004 - present
